I was pleased to participate in the 6th County Assemblies Legislative Summit in Mombasa County, convened by the County Assemblies Forum (CAF) under the theme “Resilient County Assemblies: Reinforcing Representation, Legislation, and Oversight.” The Summit has brought together key stakeholders committed to strengthening legislative, representation, and oversight capacities across Kenya’s 47 County Assemblies.
During General Session V on fair and inclusive elections, I emphasized the importance of gender-responsive planning, preparedness, and risk management in our electoral processes. Inclusive elections must be intentional, structured, and reflective of the diversity of our society.
I noted that although women constitute a larger share of the population and often record higher voter turnout, they remain underrepresented in the voter register and elective positions. I therefore called for continuous review of the voter register to ensure greater inclusivity and equal participation.
I also highlighted key barriers to women’s participation, including limited access to timely electoral information, financial constraints, and persistent societal biases. Many women receive election information late due to competing responsibilities, making targeted civic and voter education essential.
Further, I raised concern over gender-based electoral violence, including cyberbullying and online harassment, which continue to discourage many women from seeking leadership positions. We must strengthen safeguards to ensure safety and create a level playing field for all candidates.
I concluded by underscoring that inclusive elections require collective action. I called upon all stakeholders, including men, to actively support women’s participation and leadership, while urging political parties to be more deliberate in promoting women candidates through fair nomination processes and equitable placement.
