Advancing Public Participation in Kenya’s Campaign Finance Framework

I had the honour of representing the Chairperson of the Independent Electoral and Boundaries Commission (IEBC), Erastus Ethekon, HSC, at the Mombasa Cluster Public Participation Forum on the Draft Election Campaign Financing Regulations, 2026, and the proposed Contribution and Spending Limits, held on 27th July 2026.

The forum marked the beginning of nationwide public participation engagements across the Mombasa, Kisumu, Garissa and Eldoret regional clusters, providing an important opportunity for stakeholders to examine the proposed campaign financing framework ahead of the 2027 General Election.

In my remarks, I reaffirmed the Commission’s constitutional mandate under Article 88(4)(i) of the Constitution to regulate campaign financing and emphasized the importance of establishing a framework that promotes transparency, accountability, fairness and a level playing field for all electoral contestants. The proposed regulations seek to strengthen the management, disclosure, monitoring and accountability of campaign finances while responding to the realities of Kenya’s electoral environment.

I also emphasized that the public participation process is being undertaken in good faith and with an open mind. The draft regulations and proposed limits remain open to stakeholder input, and meaningful engagement will be essential in ensuring that the final framework is practical, constitutionally sound and capable of strengthening public confidence in Kenya’s electoral processes.

The Mombasa engagement reaffirmed the value of inclusive dialogue in shaping electoral policy and underscored the importance of working collaboratively with stakeholders as we prepare for the 2027 General Election. I encourage stakeholders across the country to continue participating in the remaining forums and contributing practical and constructive views towards a campaign financing framework that strengthens electoral integrity, accountability and credible democratic processes.
