I joined colleagues at the Independent Electoral and Boundaries Commission (IEBC) for a workshop to develop the Commission’s Medium-Term Expenditure Framework (MTEF) for the financial years 2027/28, 2028/29 and 2029/30.
The three-year framework provides an important platform for linking the Commission’s strategic priorities, programmes and activities to available financial resources and projected expenditure, particularly as the Commission intensifies preparations for the 2027 General Election.
Officially opening the workshop on behalf of the Chairperson, Commissioner Prof. Francis Aduol called for strategic prioritization of resources, noting that with the General Election now less than one year away, every decision, resource and day is critical to electoral preparedness.
He urged departments, directorates and county offices to adopt an inverted-pyramid approach to budgeting, prioritizing activities that directly contribute to the delivery of a free, fair, transparent, credible and accountable election.
Key priorities highlighted include electoral operations, voter registration and education, ICT systems and infrastructure, personnel, logistics, technology, results management, security coordination, training and other interventions essential to the conduct of a credible election.
Commissioner Aduol also emphasised the importance of realistic costing, measurable outcomes, efficiency and value for money, particularly within Kenya’s constrained fiscal space and prevailing economic conditions. He noted that the Commission will continue engaging the National Treasury, Parliament and development partners to secure adequate and timely resources for the 2027 General Election.
Ag. Commission Secretary/CEO Madam Ruth Kulundu noted that the workshop comes at a critical stage in the Commission’s preparations for the 2027 General Election. She emphasised the need to translate electoral priorities into practical programmes and realistic resource requirements, informed by lessons from previous elections, evidence and the evolving political, social and technological environment.
The MTEF process is therefore more than a financial planning exercise. It is an important part of election readiness, ensuring that resources entrusted to the Commission by the people of Kenya are planned for and utilised prudently, efficiently and accountably.
The workshop provides an opportunity to strengthen coordination, identify gaps, prioritise essential activities and align available resources with the Commission’s Constitutional mandate and strategic objectives as the country prepares for the 2027 General Election.
